The Applications Development Senior Programmer Analyst is an intermediate level position responsible for participation in the establishment and implementation of new or revised application systems and programs in coordination with the Technology team.

The overall objective of this role is to contribute to applications systems analysis and programming activities.

We are seeking a highly experienced and motivated Senior/Lead Software Developer with over 10 years of professional experience to lead and contribute to critical project work.

The ideal candidate will possess a strong background in secure software development, robust technical skills across the Microsoft stack and modern web technologies, and proven leadership capabilities in guiding development teams and collaborating with various stakeholders.

This role requires an individual who thrives in a fast-paced, autonomous environment and can drive projects from requirements gathering through to production implementation, ensuring adherence to industry and security standards.

**Responsibilities:**

+ Lead and participate in all phases of the Secure Software Development Life Cycle (SDLC), ensuring security best practices are integrated from design to deployment.
+ Architect, design, develop, and maintain high-quality software solutions using .NET, C#, ASP.NET, .NET Core, SQL Server, and Entity Framework.
+ Manage and implement RESTful APIs and traditional Web Services, ensuring efficient and secure communication.
+ Develop modern front-end applications using Angular, providing intuitive and responsive user interfaces.
+ Utilize and enforce best practices for source control management with Bitbucket and GitHub, overseeing code integrity and versioning.
+ Oversee and contribute to Release Lifecycle Management, leveraging tools like Jenkins and JIRA for continuous integration, continuous deployment (CI/CD), and project tracking.
+ Lead and mentor offshore development teams, providing technical guidance, managing tasks, and ensuring successful delivery from requirements gathering to production.
+ Collaborate effectively with other technology partners, including SA (System Administrator) and DBA (Database Administrator) teams, to ensure seamless integration and adherence to technical and security standards.
+ Execute and oversee Windows server migrations, including IIS and SQL Server, ensuring minimal downtime and data integrity.
+ Proactively identify and address system and application security threats and vulnerabilities, implementing robust solutions to mitigate risks.
+ Conduct tasks related to feasibility studies, time and cost estimates, IT planning, risk technology, applications development, model development, and establish and implement new or revised applications systems and programs to meet specific business needs or user areas
+ Monitor and control all phases of development process and analysis, design, construction, testing, and implementation as well as provide user and operational support on applications to business users
+ Utilize in-depth specialty knowledge of applications development to analyze complex problems/issues, provide evaluation of business process, system process, and industry standards, and make evaluative judgement
+ Recommend and develop security measures in post implementation analysis of business usage to ensure successful system design and functionality
+ Consult with users/clients and other technology groups on issues, recommend advanced programming solutions, and install and assist customer exposure systems
+ Ensure essential procedures are followed and help define operating standards and processes
+ Serve as advisor or coach to new or lower level analysts
+ Has the ability to operate with a limited level of direct supervision.
+ Can exercise independence of judgement and autonomy.
+ Acts as SME to senior stakeholders and /or other team members.
+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

**Qualifications:**

+ 10+ years of relevant experience
+ Experience in systems analysis and programming of software applications
+ Experience in managing and implementing successful projects
+ Working knowledge of consulting/project management techniques/methods
+ Ability to work under pressure and manage deadlines or unexpected changes in expectations or requirements

**Education:**

+ Bachelor’s degree/University degree or equivalent experience

**Required Skills:**

+ 10+ years of hands-on experience in software development.
+ Proficiency in .NET Ecosystem: Expert-level knowledge and practical experience with .NET Framework, .NET Core, C#, ASP.NET, and Entity Framework.
+ Database Management: Strong experience with SQL Server, including database design, T-SQL development, performance tuning, and administration.
+ API Development: Extensive experience in designing, developing, and managing REST APIs and traditional Web Services.
+ Front-End Development: Solid experience with Angular framework for single-page application development.
+ Version Control: Deep understanding and hands-on experience with Bitbucket/GitHub, and associated branching/merging strategies.
+ CI/CD & Project Management Tools: Practical experience with Jenkins/LightSpeed for automation.
+ Experience with ECS Containerization or Public cloud.

**SDLC & Security:**

+ Comprehensive understanding and practical experience across all phases of the Secure Software Development Life Cycle (SDLC).
+ Strong knowledge of system and application security threats and vulnerabilities (e.g., OWASP Top 10) and experience in implementing mitigation strategies.

**Operational & Environmental:**

+ Experience with Release Lifecycle Management products and processes.
+ Hands-on experience with Windows server migration, including IIS and SQL Server environments.
+ Ability to thrive in a fast-paced, highly autonomous environment with tight deadlines.
